Structuring investment in Africa's blue economy

Africa PACT (Pan-African Private Sector Alliance for a Just Climate Transition) is a high-level pan-African platform dedicated to mobilising sustainable investment in Africa's blue economy. Chaired by H.E. Hakima El Haïté, United Nations Climate Champion, it brings together public decision-makers, international financial institutions and private investors around an operational roadmap for the continent's maritime and fisheries sector.

Mission

Structuring dialogue between governments, financial institutions and the private sector to accelerate investment in Africa's blue economy - fisheries, aquaculture, ports and maritime logistics.

Governance

Chaired by Hakima El Haïté, Africa PACT relies on a network of institutional, financial and scientific partners across the African continent.

Actions

Organising high-level pan-African summits, structuring pipelines of bankable projects, supporting public-private partnerships and following up on post-summit commitments.

Six pillars structure the Alliance's work

Africa PACT's work spans renewable energy, climate finance, low carbon industry, sustainable agriculture, transport and mobility, technology and innovation, forests and biodiversity, and green infrastructure.

Climate finance

Mobilising climate finance and building bridges to international mechanisms such as the Green Climate Fund.

Capacity building

Supporting African economic actors in building the skills needed to address climate challenges.

Advocacy

Carrying shared positions to push for climate and financial policies suited to African realities.

Strategic partnerships

Connecting employer federations, financial institutions and international partners across the continent.

Monitoring and evaluation

Tracking progress on the commitments made by economic actors and Alliance partners.

Stakeholder engagement

Ongoing mobilisation of Africa's private sector around a just and inclusive climate transition.

A structured response to blue economy challenges

The starting point

Africa holds major maritime and fisheries potential, still largely under-invested despite its central role in food security, employment and climate resilience.

Africa PACT's response

Creating the conditions for ongoing dialogue between decision-makers and investors, through high-level pan-African gatherings such as the Casablanca African Summit on Fisheries Sustainability and Blue Economy (BLUE CASABLANCA).

Headquarters
The Alliance is headquartered in Casablanca, Morocco, at the heart of the country's blue economy and climate institutions.

A pan-African and partnership driven alliance

Africa PACT brings together thirteen national employer federations: AECIPA and AIBA in Angola, CNPB in Burkina Faso, GICA in the Central African Republic, UNICONGO in Congo, CGECI in Côte d'Ivoire, FEG in Gabon, CGE in Guinea Bissau, KEPSA in Kenya, CNPM in Mali, CGEM in Morocco, CNP in Senegal, CNPT in Chad and CNP in Togo. The Alliance also relies on a network of international institutional and financial partners, including Afreximbank, BOAD, the African Development Bank, the Green Climate Fund, the United Nations Framework Convention on Climate Change and several philanthropic foundations.
